About the role

Orange International Networks Infrastructures & Services (OINIS) is a technical department serving the Orange Group internationally. With more than 1,700 highly qualified employees worldwide, OINIS is a key stakeholder for networks, infrastructure, and security.

OINIS’s mission is to design, plan, deploy, and operate international and long-distance (backbone) networks, as well as the Group’s IT infrastructure.

The IMEA (Indirect, Middle East & Africa) region is a department within Networks responsible for the end-to-end ownership of network infrastructure planning, deployment, and management from both a technical and financial perspective.

We manage carriers and collaborate with regional teams, including Sourcing, Business Units, GDO, and other entities, to design, plan, and deploy regional networks. Our objective is to ensure optimal quality of service while maximizing profitability and competitiveness.

We are a hybrid team with a unique combination of technical, business, and financial responsibilities. We operate in an Agile environment driven by empowerment, autonomy, experimentation, transparency, collaboration, adaptability, and flexibility.

As a Senior Network Infrastructure & Access Manager, you will be responsible for delivering the Cluster strategy, including the end-to-end execution of initiatives focused on network optimization, organic growth, and scalability of the international network.

You will leverage strong program management and coordination skills to effectively align the Cluster’s priorities with the overall Networks strategy, maximizing value for Orange Business and its customers.

You will bring a proactive, results-oriented approach, with a strong focus on quality, cost efficiency, and operational excellence. The initiatives you will support have an international scope and require a high level of efficiency, cultural awareness, and strong knowledge of networking technologies.

About you

Key Responsibilities

This role requires in-depth data analysis, stakeholder management, strategic direction, project coordination, evaluation, and reporting.

Accountabilities:

  • Manage and take ownership of programs and projects aimed at improving the global cost-to-revenue ratio in line with Group targets.
  • Implement, track, and report on cross-functional Business Improvement Initiatives.
  • Act as an internal consultant, supporting stakeholders in translating business challenges into practical and sustainable solutions.

Knowledge & Abilities

This is a multi-dimensional role requiring a combination of financial, leadership, technical, and business management skills.

Financial

  • Drive business improvement initiatives to support the achievement of the €80M annual budget ambition and contribute to meeting cost-to-revenue ratio targets.
  • Support budgeting, forecasting, financial analysis, and monitoring of project performance.

Leadership

  • Provide ongoing strategic, technical, and supportive guidance to the Project Management team.
  • Build and maintain effective relationships with other Networks teams and multiple virtual teams, including GPOs, Programme Teams, Sourcing, and other key stakeholders.
  • Provide clear and concise reporting on financial and operational project performance to senior management.

Business Management

  • Act as an internal consultant on multiple enterprise network-related initiatives.
  • Manage third-party vendors and maintain effective interaction with internal and external stakeholders to ensure the successful delivery of strategic regional initiatives.
  • Coordinate and drive the technological transformation of data and voice networks from legacy platforms to modern technology solutions.
  • Maintain overall control of managed projects, including priorities, financial performance, resource utilization, and the effective use of digital tools.

Education, Qualifications & Certifications

  • University degree in Telecommunications, Business, Engineering, or a related discipline.
  • Strong technical and business acumen, particularly in telecommunications platforms and industry practices.
  • Language skills:
    • Fluent English, both written and spoken, is required.
    • Fluent French is desirable but not mandatory.
    • Fluency in Arabic is an advantage but not mandatory.
  • Software and digital skills:
    • Strong computer literacy and proficiency in Microsoft Word, Excel, and PowerPoint.
    • Basic scripting, data manipulation, and Business Intelligence (BI) skills are desirable.
    • Previous experience with Scrum and Agile methodologies is desirable.
    • Experience with coding in Big Data environments, such as Python, is desirable but not mandatory.

Essential Skills & Knowledge

  • 7–10 years of professional experience within the ICT sector.
  • Strong capabilities in data analysis, data interpretation, business case development, budgeting, forecasting, and working with financial data.
  • Excellent communication skills, combined with a flexible, adaptable, and proactive approach and a willingness to learn and develop new capabilities.
  • Strong analytical, planning, organizational, and prioritization skills, with the ability to manage competing demands.
  • In-depth understanding of business needs, with the ability to build and maintain a high level of customer trust and confidence.
  • Ability to work independently and effectively within a virtual team environment.
  • Excellent written and verbal communication skills, with experience engaging with both business and IT stakeholders at all levels, including senior executives.
  • Knowledge of Orange Business products and/or circuit provisioning tools, such as SESAM, GINI, and FILEADE, is an advantage.
