Collins Aerospace is seeking a dynamic and self-motivated Director for Navy and Marine Corps Programs. This leadership role requires a strategic thinker who can foster deep relationships with executive-level customers and provide expert advice to the company on Department of the Navy & Homeland Security strategic priorities, programs, requirements, budget profiles and policies to address capability gaps. You will work with company leaders to develop investment profiles and capture strategies to achieve the goals and objectives of both Collins’ and DoN / DHS customers.
As the Director, you will be responsible for driving the creation and implementation of business strategies and customer engagement initiatives that align with and support Collins Aerospace’s leadership and business development objectives. Your role will center on fostering and enhancing relationships both within Collins Aerospace’s Strategic Business Units and with external stakeholders, including the U.S. Navy, Marine Corps and U.S. Coast Guard. Additionally, you will identify growth opportunities and work to expand the company’s presence and impact within the maritime community. This position is located in Arlington VA (Washington D.C. area) and provides dedicated support to Collins Aerospace's Strategic Business Units.
What You Will Do
Serve as the primary representative of Collins to the U.S. Navy, Marine Corps, and other customers based in the Washington D.C. area.
Establishes and maintain extensive senior level networks with government officials, trade associations and Industry colleagues. Participates in appropriate professional associations to maintain top level industry and military contacts and representation for the company
Expert knowledge of Service-specific, DoW and Congressional Planning, Programming, Budgeting, and Execution (PPBE) processes are required, including a strong understanding of the complexities of overlapping governmental budget cycles, and impacts from budget marks, Congressional testimony, Continuing Resolutions and Reprogramming
Work with business and government counterparts in developing solutions for current and future Navy, Marine Corps, and Coast Guard requirements; establish and grow working relationships with industry partners, military customers, and other agencies
Provides detailed presentations to Enterprise on particular Service requirements, intended funding profiles and strategic direction. Educates the company on trends and needs of the Service and suggested actions to satisfy capability gaps
Coordinate across the company business units to advance collaboration, establish, and implement strategies across Navy,Marine Corps and Coast Guard customer organizations to maximize Collins’ sales opportunities and customer satisfaction
Leverage interpersonal relationships and internal and external customer affinity to shape requirements, acquisition strategy and decision-making processes. Communicate customer policies, initiatives, requirements and opportunities to Collins leaders and processes. Seek out and identify new business opportunities; support businesses in pursuing lateral opportunities and support current programs that are critical to the company
Assist the entire Business Development organization in development of product and system solution strategies by supporting both the marketing and General Management Pursuit Order Capture activities. Establish understanding of Navy, Marine Corps and Coast Guard strategic direction, and effectively correlate and communicate these customer strategies with business unit pursuit leads in support of their strategic objectives
Support Collins Management Model activities. As required, actively participate in gate reviews, color teams, strategy workshops, competitive/market assessments, marketing plans, proposal teams, and strategic planning
Develop Management Model Functional Playbooks for U.S. Navy, U.S. Marine Corps, and U.S. Coast Guard processes
Provide detailed presentations to the Collins enterprise on Navy, Marine Corps and Coast Guard technical requirements, funding profiles and strategic direction. Provide Collins technical product/capability briefs to the Navy, Marine Corps and Coast Guard customers, effectively articulating complex issues to senior internal and external customers
Monitor and track the status and threats to existing programs as a function of budgeting and programmatic information. Identify threats from other competitors
Able to substitute for Collins Aerospace executives when needed, intimately familiar with company branding strategies and rationale
Engage with customers, partners and local/state government officials to promote a One RTX/One Collins position in the industry and in the local communities
Seek out, and identify, new business opportunities; support businesses in pursuing lateral opportunities and support current programs that are critical to the company. Support/manage executive contact plans
Assists in strategically shaping and identifying new product and system level business positions for the company, while monitoring and understanding existing business plans
Facilitates engagements between senior company managers and appropriate Service or DoD decision makers in accordance with the LCVS business plans. Educates the company on the trends and needs of his/her Service and actions to satisfy capability gaps
Continually tracks the status and threats to existing programs as a function of budgeting and programmatic information, additionally assists in identifying threats from other competitors. Counters misinformation in the marketplace
Depending on the size and sensitivity of the program, may require interaction displaying exceptional levels of discretion based on intimate customer affinity and technical knowledge
Plans, leads, and executes Collins' participation in all Navy, Marine Corps and Coast Guard defense trade shows with Pratt & Whitney and Raytheon counterparts, aligning engagement strategies with service-specific priorities. Works collaboratively with MARCOM to ensure overall multi-SBU success
Cultivates and maintains extensive 1-RTX cross-business unit relationships and program linkages and synergies with Pratt & Whitney and Raytheon counterparts and SBU leaders
Provides support and expertise for the annual legislative request process for Collins Strategic Business Units (SBUs)
Maintain extensive business sponsorship and RTX corporate social responsibility programs that maintain critical business-to-business external relationships and foster business opportunities
Be willing to represent Collins on local professional trade associations / organizations
Participates in Collins U.S Defense consultant review process
Willing to support other duties as assigned
Domestic and International travel up to 25%

Qualifications You Must Have
Typically requires a University Degree and minimum 14 years prior relevant experience or an Advanced Degree in a related field and minimum 12 years of experience
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
15+ years operational experience in the U.S. Navy and / or U.S. Marine Corps
Qualifications We Prefer
Pentagon assignments are highly desired
Experience working with the U.S. Navy or U.S. Marine Corps. The ideal candidate would be an O-4-O-6/ or GS-14-15 with significant Navy / Marine Corps Pentagon Staff Experience
Skills include a strong business sense and working knowledge of U.S. Navy, U.S. Marine Corps, and U.S. Coast Guard programs, platforms, missions, and systems
Knowledge of the DoD processes for requirements development/approval, developing capability solutions, budgeting, and acquisition

The salary range for this role is 204,800 USD - 389,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
